The new middle Motowoh Quarter Head Robert in Limbe I Subdivision Robert Arrey Besong has been told to steer clear of nepotism, familiarity and influence of money.
The instructions were handed to him recently during his installation ceremony at Limbe Paramount Chief’s palace at Down Beach.
It should be noted that Robert Arrey Besong replaced Pastor Ebot Gregory who according to the Paramount Chief of Limbe, HM Elufa John Manga Williams did not meet up to expectations accorded to him as a Quarter Head.
Speaking during the installation ceremony the Paramount Chief of Limbe HM Elufa John Manga Williams told the new Quarter Head to be honest, God fearing, play fair in all disputes that they handle leaving aside nepotism, familiarity and influence of money and that any dispute not settled at their level should be referred to the Paramount Chief.
“You are expected to be exemplary leaders in their communities, maintain law and order in their communities and work closely with the competent authorities in the achievement of such”, “You’re expected to maintain a perfect level of sanitation by educating the population and enforcing accepted rules and regulations”, “Disputes between persons should be settled in Council and punishments for defaulters should not be heavy.” HM Elufa John Manga said. He added that a quarterly report of the activities of the quarter should be forwarded to the Chief. The Paramount Chief, emphasised that the quarter head cannot demarcate land, sign land documents without informing and obtaining the consent of the chief through his lands and development committee.
“All quarters must be identified by sign posts at their major entrances and must have notice boards in strategic corners” “Quarter heads are expected to make an inventory of all landlords as well as identify the streets where they are located. This makes it easier to identify persons living in the locality for security and social reasons.” “Residents must trust the judgment of the council to avoid such issues flooding the offices of law and order except in grave circumstances where the situation warrants such.” HM Elufa John explained. He added that the quarter head on the other hand is expected to be a conciliator between residents and constituted authority in the event of a standoff. “In any case of excesses exhibited by the quarter head whereby he is acting in contravention of the laws of the state and against advice, he shall bear the brunt” “It is imperative for the quarter head and his council to offer a transparent management of resources. In this light, a bi-annual general meeting of the whole quarter is prescribed especially to talk on pertinent issues like development and security.”HM Elufa said. He added that Limbe being a beautiful City, he expect beautification to start in the quarters. Flowers, trees etc should adorn the streets. Food crops should not be cultivated along the road. HM Elufa John equally urged him to promote Socio-cultural activities within the quarters. To enhance living together. Speaking shortly after his installation, the new Quarter Head of middle Motowoh Robert Arrey Besong said; I’m overwhelmed with the installation. I’m going to work in collaboration with Paramount Chief and with the administration to make sure everything is in order.” Quizzed on his plan of actions he said, he is going to work in synergy with his traditional council members to make middle Motowoh shine again.
