Cameroon's National Commission for the Promotion of Bilingualism and Multiculturalism (NCPBM) made a strong presence during the third edition of Limbe Royal Cultural Festival, ROCULF which held on March 21-22, 2025 at Jungle Village, Limbe.
NCPBM used the occasion to promote unity peace and social cohesion among the population of Limbe municipality and it environs.
The commission supported the organisation of the 3-day festival as the event tied with one of the cardinal missions of the NCPBM, which is the promotion of multiculturalism and living-together.
It reiterated this message for its relevance and timeliness in view of the fact that 2025 precedes a year of crucial political consultations, which are often characterised by bad-mouthing, bitterness, and squabbling.
The commission is aware that contentious positions at pre-election periods invariably lead to hate speech against individuals, groups, and tribes, likely to deconstruct national cohesion that is a strong pillar on which the country is standing.
The NCPBM, therefore, called on the hundreds and hundreds of persons present at the ROCULF to continue to promote peace, tolerance, and understanding among each other at all times.
Those who cross the red line were reminded that Section 241 of the Penal Code punishes all those who indulge in hate speech attacking individuals, groups, and tribes because of who they are.
At the stand of the NCPBM, those who attended the festival were given documentation on the institution, comprising its Quarterly publication (The Compatriot), the 2019 Law on the promotion of official languages, and the NCPBM in Brief, which contain the missions, actions and achievements of the institution since its creation in 2017.
The delegation which as sent by the president of the commission, HE Peter Mafany Musonge, and the SG, Dr Chi Asafor Cornelius, was comprised of the Head of Division for Multiculturalism and Living Together, Mr. Emmanuel Limene Molonge, the Head of the Regional Branch of the NCPBM in the South West, Mrs. Anne Enanga Mosima, and the Head of Communications at the Commission, Mr Bernard Eko.
The event, which highlighted the importance of harmonious living together, provided a place for the NCPBM to showcase its commitment to promoting bilingualism, multiculturalism, and social cohesion.
At the festival, the NCPBM's stand featured various gadgets, including the law on promoting official languages in Cameroon, the commission's quarterly magazine "The Compatriot," and posters advocating against hate speech.
The NCPBM's participation in the festival comes at a critical time, as Cameroon prepares for crucial elections this year.
The commission expressed concerns about the rising use of divisive language and hate speech, which could threaten the country's unity and stability. In response, the NCPBM called on the public to cultivate social cohesion and peaceful cohabitation before, during, and after the elections.
It should be noted that the only national institution present at the Royal Cultural Festival of Limbe (ROCULF) was the National Commission for the Promotion of Bilingualism and Multiculturalism, NCPBM.
“Our commission encourage individuals to report cases of language and cultural discrimination, which would be transmitted to the President of the Republic”,
“NCPBM's annual plan of action focuses on maintaining and elevating national policy, and seizing opportunities that bring Cameroonians together.” Emmanuel Limene said.
