In a society where the most vulnerable often suffer in the shadows of silence and stigma, the Lilian Dibo Foundation has emerged as a resolute vanguard for justice.
Since November 2025, the foundation has been executing a high-impact project titled “Disability Voices Against Rape,” operating under the poignant and necessary theme: “Caring in the Wake of Pain.”
While many advocacy groups focus on the general public, this specific mandate turns its lens toward the silent pillars of the disability community: the caregivers and parents.
Recognizing that a child with a disability often faces a double layer of vulnerability, the foundation has designed a strategic, four-week modular approach to dismantle the culture of "negotiated silence" and replace it with a fortress of legal and emotional protection.
Breaking the Silence
Awareness and Trust The campaign kicked off in its first week by aggressively creating awareness on the intersection of disability and sexual violence.
Statistics and field reports suggest that perpetrators often target children with disabilities, believing their physical or communicative barriers will ensure their silence.
Moving into the second week, the foundation shifted its focus to the "Inner Circle." Through intensive educational sessions, caregivers and parents were taught the devastating short- and long-term effects of "negotiating" with perpetrators.
“When a parent accepts a settlement behind closed doors, they aren't just losing justice; they are destroying the psychological safety of the child,” an official from the foundation remarked.
The project emphasizes building a parent-child relationship so transparent and secure that it serves as an early-warning safety network.
Engaging the Grassroots
Quarter Heads and the Law Perhaps the most revolutionary aspect of the "Disability Voices Against Rape" project occurred in its third week. The Lilian Dibo Foundation took the fight to the traditional and administrative roots of the community: the Quarter Heads.
For decades, local settlements—often referred to as "family matters"—have allowed rapists to walk free in exchange for minor compensations.
The foundation has placed a formal obligation on Quarter Heads to report every case of rape directly to the police, making it clear that promoting "out-of-court negotiations" for a felony like rape is a betrayal of the community’s sacred trust.
The Roadmap to Justice
Referral Pathways The final phase of the project equips parents and caregivers with the "Technical Stamina" to navigate the legal system.
By teaching Referral Pathways, the foundation ensures that when an atrocity occurs, the family knows exactly where to go from medical examination and forensic evidence collection to filing a formal police report and securing legal counsel.
“Justice is not a coincidence; it is a process,” says the Lilian Dibo Foundation. “By the time we finish Week 4, every caregiver should be a 'Field Operative' for the safety of their child.”
A Legacy of Protection
As the project continues to gain momentum across the region, the Lilian Dibo Foundation is proving that
"Caring in the Wake of Pain" is more than just a sympathetic slogan. It is an actionable blueprint for reform.
In a city like Kumba, where the "Citizens" are increasingly demanding higher moral and legal standards, this project stands as a beacon of hope.
It is a reminder that the voices of those with disabilities will no longer be ignored, and the "rubbish" of sexual violence will be met with the full force of the law.
For the Lilian Dibo Foundation, the mission is clear: No child should ever have to "negotiate" their dignity, and no parent should ever have to walk the path of pain alone. Justice, at last, is finding its voice.
