Biya convenes regional elections Nov 30

In a presidential decree signed on Monday, September 1, 2025, the President of the Republic of Cameroon, Paul Biya convened the electoral college for the election of regional councillors on Sunday, November 30, 2025.


Municipal councillors and traditional chiefs are therefore expected to go to the polls for the second time to renew the regional councils, in accordance with article 245 of the Electoral Code which provides that, “The regional councils are renewed in their entirety every five years. The election takes place at the latest 20 days before the expiry of the mandate of the regional councils”.


It should be noted that this second regional election since the introduction of decentralisation in Cameroon, the first having taken place in 2020. As in 2020, the electoral body will be made up of municipal councillors and traditional chiefs, who will vote in the capitals of their respective Divisions. 


In total, 900 regional councillors will be elected, 90 per region: 70 delegates from political parties 20 representatives of the traditional command. These advisors will be tasked with strengthening the role of regions in local development and territorial governance. 


This convening of the electoral body comes at a pivotal moment in national political life, as Cameroon is also preparing to elect its president on October 12, 2025.


Eligibility requirements 


Eligibility requirements are also defined by Article 175 of the Electoral Code and the 2006 law establishing the method of election. To apply, you must: be a Cameroonian citizen, entitled to vote and duly registered on an electoral roll, be 23 years of age or older on the date of the election, be able to read and write French or English, and provide proof of actual residence of at least 6 months in the territory of the municipality concerned. 


Furthermore, paragraph 2 of this article specifies that non-residents may be candidates, provided they can provide proof of residence in the territory of the municipality concerned. 


As for nationals of foreign countries who have acquired Cameroonian nationality by naturalization, they are only eligible after a period of 10 years from the date of acquisition. 


The eligibility conditions provided for in Articles 17 to 23 of Law No. 91/20 of December 16, 1991, setting the conditions for the election of members of the National Assembly, are applicable to the election of regional councilors. 


By way of derogation from the provisions of paragraph 1 above, representatives of the traditional command are exempt from the age condition provided for in Article 17 of the same law.
